About

Aviation safety reports, made easier to study

NTSB Reports is an independent research and search tool for public aviation accident and incident records. It brings NTSB aviation reports, structured fields, docket files, extracted figures, photos, videos, and update history into one searchable interface.

The goal is practical safety education: make it faster to find relevant investigations, compare similar events, review factual records, and understand the evidence behind probable-cause and preliminary reports.

The investigative work and source records belong to the National Transportation Safety Board and the published investigation record. This site is not affiliated with or endorsed by the NTSB.

The airplane was observed to bounce on the runway three times during landing. The airplane then began to veer off the runway. The pilot initiated an aborted landing, and the airplane continued to veer off to the side of the runway despite the pilot's attempts to maintain directional control. The airplane impacted rising terrain off to the side of the runway, and then impacted a cement barrier that surrounds the airport wind sock. Winds were reported to be 'stiff' and 'gusting' at the time of the accident. The pilot also reported turbulence and cross winds at the time of the accident.

NTSB Probable Cause

The pilot's failure to adequately compensate for the wind conditions. Factors contributing to the accident were the gusting crosswinds.

Full Narrative

On June 27, 1997, at 1510 mountain daylight time, N206BC, a Cessna TU206G, registered to WOP Italia Leasing, Inc., impacted terrain during an aborted landing at the Cal Black Memorial Airport in Halls Crossing, Utah. The airplane was substantially damaged. The airline transport pilot and his passenger received minor injuries. Visual meteorological conditions prevailed and no flight plan had been filed. The personal flight departed from Englewood, Colorado, and was conducted under 14 CFR 91. According to a Federal Aviation Administration (FAA) aviation safety inspector from Salt Lake City, Utah, the airplane was observed to bounce on the runway three times during landing. The airplane then veered off the runway and impacted a cement barrier that surrounds the airport wind sock. Winds were reported to be "stiff" and "gusting" at the time of the accident. No preimpact mechanical malfunctions were reported. In a written statement (attached) sent to the Safety Board, the pilot stated: [I performed an] approach for landing to Runway 19, into the prevailing wind, [and] configured for gusty, moderate/[occasionally] severe turbulent conditions. Touchdown [was] normal. Gusts lifted aircraft and [aircraft] touched down again. Additional gusts lifted aircraft and [I] configured for go around. Engine initially cut out, then caught. Winds drifted aircraft left of runway and prevented/minimized climb. [The aircraft made] contact with rising terrain to the left of runway.
