THE PILOT SAID HE FORGOT TO TAKE THE GUST LOCK OFF THE RIGHT AILERON. THE AIRPLANE CLIMBED TO ABOUT 5 FEET ABOVE THE GROUND, STARTED TO TURN LEFT, AND STRUCK A FENCE NEAR THE RUNWAY.
