WITNESSES IN THE AREA REPORTED THE MOUNTAIN TOPS WERE OBSCURED IN CLOUDS AT THE TIME. THE INVESTIGATION DID NOT DISCLOSE EVIDENCE OF MECHANICAL MALFUNCTION.
