THE PILOT ATTEMPTED TO LOCATE THE DESTINATION AIRPORT IN INSTRUMENT METEOROLOGICAL CONDITIONS, AND HIS FAILURE TO MAINTAIN A SUFFICIENT ALTITUDE TO AVOID THE TERRAIN IN THE AREA.
