THE PILOT CANCELED HIS IFR CLEARANCE AND ATTEMPTED TO PROCEED VFR. MOUNTAINOUS TERRAIN WAS ALONG HIS ROUTE. ACCORDING TO WITNESSES, THE MOUNTAIN TOPS WERE OBSCURED BY LOW CEILINGS.
