THE PILOT'S FAILURE TO SEE AND AVOID OBSTRUCTIONS AS HE TAXIED FROM THE RAMP AREA. CONTRIBUTING TO THE ACCIDENT WAS THE DARK LIGHT CONDITIONS WHICH DEGRADED THE PILOT'S VISUAL PERCEPTION.
