THE PILOT MISJUDGED HIS ALTITUDE & DISTANCE TO THE RUNWAY, WHILE ON FINAL APPROACH, WHICH RESULTED IN AN UNDERSHOOT OF THE RUNWAY. A FACTOR RELATED TO THE ACCIDENT WAS THE FENCE.
