THE STUDENT PLT LOST DIRECTIONAL CONTROL OF THE ACFT WHILE PRACTICING TOUCH & GO LANDINGS. WINDS IN THE LOCAL AREA WERE REPORTED BY FSS AS BEING FROM 110 DEGS AT 12 KTS, GUSTING TO 17 KTS.
