THE ACFT CRASHED DURING A FORCED LNDG AFTER A POWER LOSS AT 200 FT AGL DURING TAKEOFF. THE ACFT CRASHED ON THE ARPT IN A RUN-UP AREA ADJACENT TO THE RWY.
