AT ABOUT 100 FT AGL AFTER TAKEOFF, ENG LOST PWR. PLT ATTEMPTED TO CIRCLE TO LAND ON CLOSEST RUNWAY BUT ENG WAS DEVELOPING INSUFFICIENT PWR TO MAINTAIN ALTITUDE IN TURN.
