AFTER TAKEOFF THE ACFT FLEW ABOUT 1/4 MILE WHEN THE ENGINE STARTED RUNNING ROUGH. THE PILOT JETTISONED HIS LOAD BUT COULD NOT MAINTAIN ALT.
