PILOT FOUND CONSIDERABLE WATER IN FUEL DURING PREFLIGHT. DURING TAKEOFF ENGINE QUIT. PILOT MADE INTERSECTION TAKEOFF ALLOWING LESS THAN HALF OF RUNWAY AVAILABLE.
