The pilot reported that he was landing the tailwheel-equipped airplane in a 13 knot right crosswind that was gusting to 20 knots. During the landing, the airplane departed the left side of the runway and struck the airport perimeter fence, which resulted in substantial damage to the fuselage and wings. The pilot reported that there were no preaccident mechanical malfunctions or failures with the airplane that would have precluded normal operation.
